US puts India in Tier 1 category for China-linked trans-shipment risk – What does it mean?

The White House Office of Trade and Manufacturing Policy issued a report on Thursday titled “The Great Transshipment Scam“. The document lists India among more than 40 countries that it says have assisted Chinese exporters in avoiding US tariffs. According to the report, the methods involve routing goods via third countries, relabelling or repackaging products, and incorrectly stating a non-Chinese country of origin.
